Board members say they didn’t know Hill was directed to leave out teacher raises

Three CMS school board members told The Ledger they didn’t know until they received Superintendent Crystal Hill’s September memo that then-board chair Stephanie Sneed had allegedly directed Hill to leave raises for veteran teachers out of her budget.
