Controversial CMS consultant Raymond (Raki) McGregor and his wife, Kimberly McGregor, faced a series of debt-related problems – including a $96,076 federal tax lien – before their companies began landing public contracts with Mecklenburg County and Charlotte-Mecklenburg Schools, according to court documents reviewed by The Ledger.
